How do I Comply?

There are 2 pathways for compliance with BE305. You will pursue one pathway per year and chose your pathway based on building conditions in the previous year.

1

Submit
A Benchmarking Report

Follow the instructions below to prepare your report. Then, use the "Report Data" link to submit 12 full months of whole-building energy and water data to the City through ENERGY STAR® Portfolio Manager®.

Upon receipt of submission, your report will be reviewed for compliance.

2

Submit
An Exemption Request

Check to see if your building is eligible for a one-year exemption from submitting a benchmarking report. If eligible, please submit an exemption request with the required supporting documentation for consideration.

Upon receipt of submission, your request will be reviewed for approval.

Step-by-Step Benchmarking Instructions

Quick Steps to Comply with BE305

1

Create an Account in  ENERGY STAR® Portfolio Manager®

To comply with Building Efficiency 305 (BE305), covered building owners must create an ENERGY STAR Portfolio Manager account in order to enter and report annual whole-building energy and water usage.

2

Add a Property in ENERGY STAR® Portfolio Manager®

Once an account is created, owners can add their building(s)

3

Add your Miami Building ID to Portfolio Manager

To locate your Miami Building ID, also known as “UBID”, visit: https://buildingid.touchstoneiq.com/

Each building subject to BE305 is assigned a unique Miami Building ID. Adding the Miami Building ID is required and ensures the usage reported is attributed to the correct building.

4

Obtain and Enter Energy & Water Data

Building owners must report whole-buildings energy and water usage from the previous calendar year (Jan 1 through Dec 31) to the City of Miami on an annual basis. Building owners can find more information on how to request and upload energy data in the How-to-Guide and by visiting our Utility Data Access Resource page.

5

Submit a Benchmarking Report

In order to bring your building(s) into compliance with the City of Miami, you must annually submit your report through ENERGY STAR® Portfolio Manager®.
